“In Guiuan and most of Eastern Samar, motorcycle and road accident is one of the top causes of deaths. This is mostly, or partly, because of how we poorly regard some of our transportation laws, including driving without a license or issuing licenses to those who do not qualify for it. I’d like to say, that yes, having the Land Transportation Office (LTO) here will entail stricter implementation of transportation policies. But we would like to emphasize that we are not strict just because we have the authority; we are strict because we care for the people and for public safety,” Hon. Mayor Annaliza Gonzales-Kwan said on her message during the Blessing and Inauguration of the new LTO Guiuan Extension Office, held on May 31, 2021 at the Guiuan Public Market.
